Draft 2024 Comprehensive Parks and Recreational Plan

Attention all residents and stakeholders of Ocean Shores!

The City of Ocean Shores is excited to announce that we are seeking public comment on the draft 2024 Comprehensive Parks and Recreational Plan. This plan aims to enhance the quality of life for our community by improving and expanding our parks, recreational facilities, and green spaces.

We value your input and want to ensure that the plan reflects the needs and desires of our residents. This 30-day comment period provides an opportunity for your voice to be heard and your ideas to be considered by the City, Parks Board, and City Council.

Your valuable feedback will help shape the final version of the Comprehensive Plan, which will be presented to the City Council for a first reading on April 23, 2024.

Comment Period: April 8, 2024 to May 8, 2024

The City of Ocean Shores Comprehensive Parks and Recreational Facilities Plan (Parks Plans) expires on June 1, 2024. An updated Parks Plan needs to be approved by City Council and the Washington State Recreation and Conservation Office (RCO) for the city be eligible for RCO grants. The City of Ocean Shores Parks Board started updating the Parks Plan in 2023 and AHBL is assisting the Ocean Shores Park Board in the preparation of the 2024 update. This memo provides a high-level overview of the major changes between the 2018-2023 Comprehensive Park and Recreation Facilities Plan and the 2024 update.

CHAPTER 1 INTRODUCTION

  • Added an additional chapter to explain the purpose and process of the Plan Update, including Washington State Resource Conservation Office (RCO)
  • Added a list of accomplishments related to parks and recreation upgrades that the City has achieved since the last Plan
    • Added Appendix 3, North End Grand Canal Park Master Plan, December 2022.
  • Moved goals and objectives from the Introduction to a separate Chapter 4, Goals and Objectives to first provide more context and background.

CHAPTER 2 CITY PROFILE

  • Expanded upon and updated the Introduction provided in the previous Plan to include an overview of existing parks, recreational facilities, and environmentally sensitive areas within the
  • Added and updated demographic data that helps to assess the types of parks and recreation facilities that are desired within a community (age, household composition, ).

CHAPTER 3 PUBLIC OUTREACH

  • Added a chapter to describe the processes used to gather public input (community events and a survey).
  • Analyzed the data from all public input and developed key takeaways in order to make accurate recommendations in Chapter
  • Analyzed the public input data in comparison to demographic data presented in Chapter 2, City

CHAPTER 4 GOALS AND OBJECTIVES (FORMERLY CHAPTER 1)

  • Relocated previous goals and objectives to a separate chapter following the Introduction, City Profile, and Public Outreach to allow for more
  • Added additional/made necessary updates to existing goals and objectives.

CHAPTER 5 EXISITNG PARKS, OPEN SPACES, AND RECREATIONAL FACILITIES (FORMERLY CHAPTER 2)

  • Updated the existing parks, open space, and facilities inventory for all city-owned facilities that have received updates or have had condition changes since the last
  • Combined city-owned and non-city-owned parks, open space, and facilities (North Beach School District, State-Owned, etc.) to one chapter for easier
  • Added tables with acreage and features of each park, open space, and facility as well as a total acreage for each
  • Added a Parks Classification section in order to more efficiently measure level of services standards and provide context for the park types identified in the one-page summaries of Appendix 2, Parks, Trails, and Open Space

CHAPTER 6 DEMAND AND NEED ANALYSIS (FORMERLY CHAPTER 5)

  • Moved demographic data and analysis to Chapter 2, City Profile and compared this data to the public input results in Chapter 3, Public
  • Updated existing conditions and deficiencies of each park, open space, and facility in the Parks, Trails, and Open Space Inventory provided as Appendix 2 and in the Capital Facilities Inventory provided as Appendix
  • Utilized the NRPA metrics to analyze the current needs for the City’s facilities and developed recommendations in Chapter 7, Plan Implementation based on these
  • Added a Staff and Budgeting section based on the NRPA metric standard
  • Added an analysis of public input desired wants and needs, and how these compared to the standards set by the

CHAPTER 7 PLAN IMPLEMENTATION

  • Provided updated recommendations based on public and staff input, NRPA metrics, available funding, and the previously identified recommendations in past Plans that have no yet been
  • Updated the previous Capital Improvement Program based on identified needs and recommendations and included potential funding sources for high priority.

CHAPTER 8 PLAN ADOPTION (FORMERLY CHAPTER 7)

  • Separated the final draft noticing process, plan approval process, and plan adoption process into a separate chapter from plan implementation.
